Notice of Video Surveillance

The Municipality of Callander utilizes video surveillance systems in selected public areas to promote public safety, protect municipal property, and support law enforcement investigations. These systems are installed in locations such as parks, community centres, parking areas, and administrative buildings. One specific camera, located at Callander Bay Drive and Swale Street, is used exclusively for monitoring pavement conditions to assist with road maintenance.

The collection of personal information through these surveillance systems is conducted under the legal authority of Section 28(2) of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA). This authority permits the collection of personal information for law enforcement purposes, such as the protection of premises, and when it is necessary for the proper administration of a lawfully authorized activity, such as ensuring the safe use of public facilities.

The primary purpose of this surveillance is to deter and investigate incidents of vandalism, theft, and other criminal activities. It also serves to enhance the safety and security of individuals using municipal spaces. In some cases, video footage may be reviewed in cooperation with law enforcement agencies following an incident

All surveillance cameras are mounted at heights ranging from approximately 12 to 17 feet. The majority of cameras are low-resolution, with eight medium-resolution cameras located at the Callander Community Centre. None of the cameras are capable of facial recognition or license plate identification. Video feeds are recorded automatically and are not monitored live, except for the road condition camera, which may be accessed by road maintenance staff during winter operations.

Recorded footage is retained for a period of 30 to 45 days, depending on the capacity of the recording system, after which it is automatically overwritten. Access to this footage is strictly limited to authorized municipal staff and is governed by Policy 008 (Video Surveillance Policy). Any access to recorded footage is logged in accordance with Section 3 of Regulation 823 of MFIPPA. Law enforcement may request access to footage for the purpose of investigating criminal activity, and such requests are handled under the provisions of Sections 32(e) and 32(g) of MFIPPA.

To ensure the security of the recorded data, all footage is stored in a physically secured server room and protected by password-restricted access.

Signage indicating the presence of video surveillance is posted at the perimeter and key locations of monitored areas.
