The Municipality of Callander Procedure By-Law 2023-1832 governs the proceedings of Council and committees and the calling of meetings.   

Individuals or groups wishing to appear before Council at a Regular Meeting should submit a completed Request to be heard by Council Form, no later than 12:00 p.m. on the Tuesday, seven days prior to the council meeting date. A paper copy of this form can be obtained from the Municipal Office.

When Council is in session, there are some strict rules of procedure that must be followed. Here is what you need to know:

What's Expected of Attendees

Speaking at a Regular Council Meeting requires an approved delegation request. This process and the application form is attached to this information sheet. If you have a Delegation:

  • Limit your address to 10 minutes
  • All remarks should be addressed to all of Council as a body rather than to any specific member
  • If you have previously appeared before Council on a matter, you can only provide new information relating to the matter
  • You cannot speak on a matter other than the one you have received approval on to address Council
  • You must be respectful of and cannot debate with other persons, Staff, Council, or the Presiding Officer
  • Failure to comply may result in an Order and potential removal from the Chambers.

If you do not have a Delegation:

  • Please remain silent and refrain from speaking to avoid disrupting the matters being discussed by Council.

Public Meetings

Public meetings function a little differently. In a Regular Council Meeting, persons in the audience who have not been granted delegation status are not permitted to speak.

At Public Input Meetings, audience members may be permitted to speak after being first recognized by the Chair and then by unanimous consent of the Council. Before speaking to Council, introduce yourself with your name and address for the record. You may address Council following the same guidelines as if you had been granted a Delegation (on the reverse).

Things to Remember

  • All persons shall conduct themselves properly and in a civil and respectful manner
  • All persons will respect the decision-making process
  • There is no automatic right to speak or participate in a Council meeting, as per the Municipal Act.

Meetings of the Committee of Adjustment are not held on a regularly scheduled basis. Instead, meetings are held to consider planning applications as needed.

These committees work within a Terms of Reference specific to the Planning Act and Building Code Act Committees.

The Culture, Heritage and Tourism Committee meets the first Wednesday of each month at 3:30 PM. at the Callander Bay Heritage Museum. For more information on meetings, please contact Natasha Wiatr, Museum Curator at 705-752-1410 ext. 502, or by email at nwiatr@callander.ca.  

The Events Committee meets monthly on the first Monday of the month at at 6:00 pm at the Municipal Office. For more information on meetings, please email events@callander.ca.
