What is CAP?

The Community Access Program (CAP) was developed to help communities in Canada's rural and remote settings to obtain affordable public access to the Internet and the skills to use it effectively.

Access to the Information Highway will help create new and exciting opportunities for growth and jobs by providing these communities with the ability to communicate with each other, conduct business, enhance job skills and exchange information and ideas. As announced in the 1998 Budget, to further its goal of making Canada the most connected nation in the world by the year 2000, the government will invest $205 million over three years to introduce VolNet, which will provide Internet access to volunteer groups, and to ensure that through SchoolNet and the Community Access Program, more Canadians continue to benefit from opportunities made possible by today's computer-driven knowledge economy. The Community Access Program will create an additional 5,000 Internet access sites in urban neighbourhoods across Canada. Along with the 5,000 rural access sites currently being established, the number of community access sites across Canada will total 10,000, by the year 2000.

As well, under the aegis of the Youth Employment Strategy, CAP sites will be able to develop job opportunities for young Canadians aged 15-30.

The purpose of the CAP site is as follows:

  • Promoting public awareness of the benefits and opportunities of using information technologies and services
  • Helping citizens become better informed through the exchange of ideas and information
  • Coaching individuals in the use of services available through information technologies
  • Supporting on-line delivery of government programs and services
  • Facilitating business activities such as electronic commerce
  • Background Information About The Callander CAP Site

    The original application for the CAP grant was made in the Fall of 1996. The Partners in this endeavor included:

    North Himsworth Public Library Friends of the North Himsworth Public Library Township of North Himsworth M.T. Davidson Public School Near North Youth Association Community Support Services Royal Canadian Legion Multi-Task Services and Supply

    Originally the goals of the project were to provide internet access and training to the community as well as establish a unique community presence on the Internet. During the summer of 1997 the employees of the CAP site began the development of a community web site.

    On Aug 04, 1998 , at a regular council meeting, the Callander Bay Web Site was presented to council for approval. The Callander Bay Web Site went online in November 1998. We are continuing to update and improve. August 11, 2003 the Municipality of Callander launched a comprehensive website including all of our former material. We continue to maintain and update the library information.

    Progress at the Callander CAP Site

    The Callander CAP Site, supervised by Alison Peden, currently has five public computers operating at the Callander Public Library on a DSL connection. These computers are available for the community to use in accessing the Internet. There is no charge for using these computers

    Our sessions are open to patrons with any amount of computer experience.

    This CAP site is responsible for maintaining the library portion of the Callander website. This site includes the former Digital Content Creation Project.
